He attained his Bsc  at Sung Kyun Kwan University and an MA at Sung Kyun Kwan University. He obtained his Ph.D in engineering at Sung Kyun Kwan University. He has over 10 years experience as an associate professor at Suwon Women’s College. He is a Korean App award Judge, he is a board member of IEEE.  director of Korea electronic publishing agency. Vice Chairman of Korea digital convergence agency(present) Visiting professor of Hanyang Cyber University. Vice Chairman of National Agency of Cognitive Science (present), Chairman of Kansas State Community Education Association [KSCEA](present), Honored Policeman Inspector(present), and also a Professional Director at GUUT Technologies Limited.

 After his fifteen-year career as a teacher, Dr. kwon decided it was time for a change of  Job for Digital Convergence Agency, where he was offered job as Vice President. In addition to Teaching and Research, Dr. Kwon is a regular contributor to National Police University as a Visiting Professor. As a honored Policeman Dr. Kwon is still writing Books for AI Police Drone and Making Drone with Daddy. He recently collaborated in making manuscript and publishing books. currently, he is serving as a Vice Chairman at NACSI and the Chairman of KSCEA.
